Still got to draw strength from some where.
No matter how CN is still a big resource for soft and hard stuff. Imagine the Shanghai cityscape is built in one decades, tremendous wonders.
Some past incident in late Qing. Much of the funds that suppose to goes to the Navy went to some imperial Garden. Kind of mismanage. Result in humiliating defeat to smaller japs navy.
